Luciano Leonel Mendes holds a Bachelor's degree in Electrical Engineering and a Master's degree in Telecommunications from the National Institute of Telecommunications (Inatel), earned in 2001 and 2003, respectively. He completed his Ph.D. in Electrical Engineering at the State University of Campinas (Unicamp) in 2007. Since 2001, he has been a professor at Inatel, teaching undergraduate and graduate courses, and has served as the technical manager of the Hardware Development Laboratory and as the coordinator of the Master's program in Telecommunications. He currently leads research activities at the Radiocommunication Reference Center (CRR), overseeing studies in 5G and 6G technologies. He also serves as the research coordinator for the Brazil 6G Project and general coordinator of xGMobile – the Embrapii-Inatel Competence Center for 5G and 6G Networks. Additionally, he represents Inatel in the One6G Association. His main areas of expertise include mobile communications and multicarrier modulation techniques.

The evolution of the digital media ecosystem has fostered unprecedented convergence between streaming technologies and digital terrestrial television systems, particularly with the advent of DTV+ and TV3.0. This panel explores the emerging synergies between these distinct technological stacks, demonstrating how traditionally separate distribution channels can mutually benefit through the integration of their infrastructures and technical capabilities.
The discussion will address three fundamental pillars of this convergence: first, the evolution of advertising insertion strategies through Server-Guided Ad Insertion (SGAI), which represents a hybrid approach between SSAI and SCAI architectures, offering new possibilities for personalization and interactivity that benefit both streaming and traditional broadcast. Second, the implementation of MPEG-5 LCEVC (Low Complexity Enhancement Video Coding) as an enabling technology that optimizes content delivery in both OTT environments and TV3.0 systems, providing encoding efficiency and superior visual quality with lower computational complexity. Third, the strategic integration between TV3.0 and streaming through solutions that combine interactivity, personalization, and artificial intelligence, creating scalable and data-driven experiences.

In the short term, the industry has shown a shift toward advertising solutions through the implementation of a new approach known as SGAI. This approach represents an intermediate implementation between SSAI and SCAI architectures, both of which are already widely adopted across various streaming environments. Like any emerging methodology, SGAI carries its own set of pros and cons depending on the existing scenarios, along with numerous technical challenges—from adoption across major protocols (such as HLS and MPEG-DASH) to availability within media players. Understanding the drivers of personalization and interactivity in ad delivery, and assessing the true benefits of implementing these new architectures, lies at the heart of this matter.

He co-edited ITU-T Recommendation H.761 (“NCL and Ginga-NCL”) and has contributed to several international standards, having chaired ITU-T working groups for over a decade. Since 2015, he has coordinated the Application Coding Working Group of the Brazilian Digital TV System Forum (SBTVD), where he also serves as editor of ABNT standards for TV 2.5 and TV 3.0. His research bridges academic innovation and standardization, with a focus on application-oriented broadcasting, second-screen integration, audience measurement, and privacy-aware media platforms for next-generation digital TV.

He also has a Master's degree in Social Communication with research in Information and Communication Technologies applied to Education, as well as a degree in Pedagogy. As a professor of production and audiovisual technology courses, he was the creator and director of TV Univap from 1997 to 2020, and served as the coordinator of the Radio and TV program at Univap from 2017 to 2020. He is also an author with contributions to 12 books and articles published in national and international journals. He has been a speaker at events in Brazil, Argentina, Mexico, Peru, Chile, the Dominican Republic, the United States, and Spain. He previously served as the President of the Brazilian Association of University Television (ABTU) and was a member of the Board of Directors of the Association of Educational and Cultural Ibero-American Television (ATEI). QoE – Quality Of Experience
Quality of Experience is probably the most important item defining the ability of the Service Provider to grow their network. If their subscriber base has a good QoE, they will grow their network. Looking at subscribers not having a good QoE, the opportunity to lose subscribers is a real problem.
Today, the majority of operators take a significant call volume related to customer issues. If we could diminish this call volume (indicative of increased QoE), the operator’s image would increase which would be felt with additional subscribers.

How to Make Contextual or Regional Linear Inventory Available on Digital Marketplaces?
Content producers, packagers, and aggregators of linear content are increasingly facing the migration of major agencies and brand advertisers from traditional linear markets to digital environments. Long-tail inventories—particularly outside prime time—have become scarce and often show minimal fill rates.
To regain competitiveness against fully digital inventories and attract advertisers back, linear inventory owners must reassert the value of their assets. Flávio Amaral has been active in the Internet industry since 1996, when he launched the point of presence (PoP) for Brazil’s National Research Network (RNP) in Natal, connecting public and private institutions to the Internet. From 2000 to 2012, he led Yahoo!’s expansion across Latin America, also overseeing live event broadcasts for the Yahoo! Broadcast product.
In 2012, he joined Netflix to lead the first phase of its international expansion in Latin America, becoming the company’s first employee in the region. He headed the strategy and interconnection team for Latin America and the Caribbean, linking Netflix’s network to multiple ISPs and Internet exchange points across several countries. This distribution significantly improved user experience in the region, enabling high-resolution content delivery and live event streaming.

This session will showcase the implementation of a remote VAR (Video Assistant Referee) system for CONCACAF, developed through a partnership between TVU Networks and Mediapro, as a concrete example of how cloud-based technologies are transforming live production.
The presentation will focus on the technical backbone of the operation: the transmission of up to 18 simultaneous and frame-synchronized video feeds via TVU RPS Link; the use of hybrid connectivity—including 5G, Starlink, and ISP networks—to ensure low latency and high reliability; and the integration with professional refereeing systems such as EVS Xeebra to enable fast and accurate decision-making from a centralized remote location.

The main challenge was eliminating the “neighbor spoiler” — when viewers watching traditional TV celebrate goals several seconds before streaming users.
Globo’s solution reduced latency to just 4 seconds compared to broadcast TV, while other streaming platforms typically experience delays of 20–40 seconds.
The implementation involved optimizations across three critical layers: infrastructure, transmission protocols, and the player. Cutting-edge LL-HLS technologies were adopted, enabling latencies as low as 3 seconds, combined with 60fps streaming to ensure smooth motion — essential for sports content.

A 20-year industry veteran who is widely respected for her consensus-building leadership style, she chaired the technology group that oversees the ATSC 3.0 next-generation broadcast standard before being named ATSC President in May 2019. Previously, she chaired various ATSC 3.0-related specialist groups, ad hoc groups and implementation teams since 2012.
Noland began her career in the television industry in 2004 with Backchannelmedia Inc., an interactive television technology developer. It was during her work there that she first became involved in ATSC projects. In 2012, she moved on to product and project management roles at Telvue Corp. before joining LG Electronics CTO’s office in 2013. Noland represented LG in a variety of industry organizations for over six years.
Most recently, Madeleine was awarded the prestigious 2022 David Sarnoff Medal by the Society of Motion Picture & Television Engineers (SMPTE) in a ceremony held in Hollywood, California. She has also received TV NewsCheck’s “2019 Futurist” Women in Technology Award and was named one of 2018’s “Powerful Women in Consumer Technology” by Dealerscope magazine. In 2016, while the Chair of TG-3, she received the ATSC’s highest technical honor, the Bernard J. Lechner Outstanding Contributor Award recognizing her leadership related to the development of ATSC 3.0 Next Gen TV.
Credited on three U.S. patents for television technology, Noland is a member of the Society of Motion Picture and Television Engineers, the Society of Cable Telecommunications Engineers, and the Institute of Electrical and Electronics Engineers – Broadcast Technology Society. Noland graduated cum laude from the University of Massachusetts. She enjoys travel, and she plays keyboards in a band called “Brave Pursuit.”
