An engineer and executive with over 30 years of experience in the media and technology sector, Paulo Henrique Castro is President of SET—a technical-scientific entity that serves as a hub for innovation, business, and technology for the Brazilian audiovisual market—and CEO and Founder of Mediatech Lab, a startup specializing in emerging technologies and innovation consulting. With 27 years at Globo, where he was Director of Technology and R&D, Paulo played a decisive role in the implementation of Digital TV in Brazil and currently leads strategic projects such as the official pilot of TV 3.0 in the country. He is a member of the IBC, IEEE, and SMPTE, and has been a SET advisor since 1997.

Raymundo Barros, President of the Brazilian Terrestrial Digital TV System Forum (SBTVD)

Executive Director of Technology Strategy at Globo, Raymundo Barros is at the forefront of the areas of corporate strategy, partnerships and ecosystems in addition to technology. At the company, the executive led initiatives of great relevance to the media industry, such as the Project to expand the digitalization of the analogue signal in Brazil, the implementation of IP infrastructure, 4K in the production and distribution of content, Globoplay and the integration of technology areas of Grupo Globo companies. He is currently responsible for the implementation of Globo’s D2C, Adtech and Data Monetization strategy. Raymundo has been at Globo for 40 years. Before taking over as CTO / CSO of the company, Raymundo served as a technician, engineer, operations manager and, subsequently, director of Engineering in SP. He also held the position of Director of Entertainment Technology, where he led projects for soap operas, series and variety shows.

Wilson Diniz Wellisch, Secretary of Broadcasting Services at the Ministry of Communications

Telecommunications Engineer with a bachelor's and master's degree from the University of Brasília (UnB), he has been a career civil servant at the National Telecommunications Agency (Anatel) since 2011, where he served as Superintendent of Concessions and Resources for Service Provision, Superintendent of Inspection, and also as Interim President. At the Ministry of Communications, he was Director of the Department of Digital Inclusion, Director of the Department of Public Telecommunications Policies, and Undersecretary of Telecommunications. Currently, he holds the position of Secretary of Broadcasting Services at the Ministry of Communications.

Collaborating for the Future of Broadcasting

ATSC president Madeleine Noland outlines key strategies and collaboration opportunities that can support and inspire the future growth of broadcasting.

Madeleine Noland, President of ATSC, The Broadcast Standards Association

A 20-year industry veteran who is widely respected for her consensus-building leadership style, she chaired the technology group that oversees the ATSC 3.0 next-generation broadcast standard before being named ATSC President in May 2019. Previously, she chaired various ATSC 3.0-related specialist groups, ad hoc groups and implementation teams since 2012. Noland began her career in the television industry in 2004 with Backchannelmedia Inc., an interactive television technology developer. It was during her work there that she first became involved in ATSC projects. In 2012, she moved on to product and project management roles at Telvue Corp. before joining LG Electronics CTO’s office in 2013. Noland represented LG in a variety of industry organizations for over six years. Most recently, Madeleine was awarded the prestigious 2022 David Sarnoff Medal by the Society of Motion Picture & Television Engineers (SMPTE) in a ceremony held in Hollywood, California. She has also received TV NewsCheck’s “2019 Futurist” Women in Technology Award and was named one of 2018’s “Powerful Women in Consumer Technology” by Dealerscope magazine. In 2016, while the Chair of TG-3, she received the ATSC’s highest technical honor, the Bernard J. Lechner Outstanding Contributor Award recognizing her leadership related to the development of ATSC 3.0 Next Gen TV. Credited on three U.S. patents for television technology, Noland is a member of the Society of Motion Picture and Television Engineers, the Society of Cable Telecommunications Engineers, and the Institute of Electrical and Electronics Engineers – Broadcast Technology Society. Noland graduated cum laude from the University of Massachusetts. She enjoys travel, and she plays keyboards in a band called “Brave Pursuit.”

Mauricio Felix is ​​the Chief Technology Officer at Globo. He is responsible for the areas of Technology Infrastructure, Information Security, Telecom, Broadcast, Media Solutions and Corporate Technology Support for Internal Employees. An executive with extensive experience in the media and entertainment sector. He holds a degree in Engineering, an MBA in Marketing and Business Management, and an executive management certificate from MIT Sloan Management School and Columbia Business School.

Rodrigo Cascão, Founder and CEO of EiTV

Rodrigo is a PhD in Computer Engineering and an expert in streaming and digital television technologies. He is the founder and CEO of EiTV, one of the first and leading companies in the field of digital television operating in Brazil and Latin America. He is also founder and advisor of the Brazilian Forum of Digital Television. He has a specialization in technological innovation from Babson College and Stanford University. He currently lives in the United States where he has been dedicated to studying the ATSC 3.0 standard and the next generation of digital television.  

Boris Kauffmann, Solutions Architect, LATAM - MediaKind

Boris Kauffmann is a Solutions Architect for LATAM at MediaKind, with over 20 years of experience in the media industry. He was previously Specialist Solutions Architect for Media & Entertainment at AWS, and Solutions Engineer at Imagine Communications, designing IP-based video encoding systems and implementing playout, master control, and routing infrastructure. He holds a Master of Science in Electrical Engineering from Mackenzie Presbyterian University, where he is a PhD candidate researching the transport layer of Brazil's DTV+ system.

Gunnar Bedicks, CTO at Seja Digital

Gunnar Bedicks is a professor, researcher, and telecommunications professional with over 30 years of experience in devices, technologies, and systems for analog and digital communication. In 2013, he received the Order of Rio Branco commendation from the Ministry of Foreign Affairs for his contribution to the expansion of the Brazilian Digital TV System to countries in South America, Central America, and Africa. Since 2015, he has held the position of CTO at Seja:Digital, an entity responsible for the release of the 700 MHz frequency band for 4G. Currently, he is leading the implementation of the Digitaliza Brasil Program in 1,650 municipalities, the deployment of the underwater optical cable of Infovia 01, and the Norte Conectado Program between Santarém and Manaus.

Satellites – The Invisible Infrastructure of the Future

Electrical Engineer graduated at UFRGS, post-graduated in Business and People Strategic Leadership at ESPM-RS. Initiated his career at RBS, where he worked in many technical functions. Then, for 10 years, Caio was the Technical Director of TVE-RS. In 2005, he returned to RBS to be the Technical Manager of the Group’s radio stations and then being the Operations Executive Manager of RBSTV, where he participated on the coverage of the 2006, 2010, 2014 and 2018 FIFA World Cups, the 2008 and 2012 Summer Olympic Games and the 2006, 2010 and 2017 FIFA World Cup Clubs, events where he was responsible for the RBS Group’s logistic. Nowadays, he is the General Director of TVE RS.

Fabio Alencar, VP Regional Sales Latam, SES

Fábio Alencar works at SES Brazil since 2019 initially on business development. Currently is Vice-President Regional Sales Media Latam and Enterprise & Cloud Brazil, working from Brazil covering all Latin América. Graduated in Electronic Engineer at the IME (Instituto Militar de Engenharia - Brazil), has 40 years of experience working on satellite telecommunications. Fabio has worked on engineering, project management, sales, marketing, and business development on several companies in Brazil and abroad, leading large projects on the video, fixed data and mobile satellite services fields, for government and in the private sector. He is also president of SINDISAT – Sindicato Nacional das Empresas de Telecomunicações via Satélite, since July de 2022. SINDISAT aggregates the main operators, manufacturers and service providers that operate at the Brazilian satellite communications sector

Ricardo Calderon, Media Sales Director for Brazil e Southern Cone, Eutelsat

Ricardo Calderon is the Director of Video Sales for Brazil and the Southern Cone at Eutelsat. He has over 36 years of extensive commercial and technical experience in the satellite, telecommunications, pay TV and broadcasting sectors, combined with extensive knowledge of international business with experience in companies such as Comsat, IBM, Linksat, New Skies, Globecast and Harmonic. Ricardo Calderon holds a degree in electrical engineering from the Mauá School of Engineering.

Sam Matheny, Executive Vice President and Chief Technology Officer at the National Association of Broadcasters- NAB

Sam Matheny is Executive Vice President and Chief Technology Officer at the National Association of Broadcasters. With over 25 years of experience in the broadcast and data networking industries, including earning a patent for inventing mobile and interactive DTV technologies, Matheny leads NAB’s Technology team in its efforts to promote innovation and propel broadcast technology into the future. He also provides overall leadership for PILOT as well as NAB’s TV, Radio, Digital Officer and Cybersecurity Committees.
Matheny is a member of the Academy of Digital Television Pioneers, serves on the board of the Ultra HD Forum, the board of governors for the National Wireless Safety Alliance, the board of visitors for East Carolina University, is an executive in residence with Progress Partners and is a visiting fellow with the German Marshall Fund, where he co-chairs the Future of Democracy Working Group. He has served as an advisor to numerous startup and technology companies and is currently engaged with Reveal Mobile, a location-based advertising technology company, and Haystack TV, a personalized OTT headline news channel. He has previously served on the FCC Communications Security, Reliability and Interoperability Council (CSRIC), the Federal Emergency Management Agency’s (FEMA) Integrated Public Alert Warning System Network Advisory Council (IPAWS NAC) and the board of directors for the Advanced Television Systems Committee (ATSC) where he was chairman of the specialist group on the next generation of digital television.
Matheny holds a B.S. in Communications from East Carolina University, an M.S. in Technology Management from North Carolina State University and a certificate for artificial intelligence and business strategy from the Massachusetts Institute of Technology. In 2007, he was named an American Marshall Memorial Fellow.
