Carlos Fini, Member of the SET board

Carlos Fini was President of the Brazilian Society of Television Engineering (SET), for the 2021-2022 and 2023-2024 bienniums, Technology Director of Grupo RBS, one of the largest media groups in Brazil, where he manages TV and Radio operations, and Director of the Rio Grande do Sul Association of Radio and Television Broadcasters (AGERT), serving on the technical committee. He is an electronic engineer, with a specialization in Business Management and a postgraduate degree in Telecommunications and Networks. He worked at TV Globo from 1979 to 2012, taking on the role of Engineering Manager in São Paulo in 1994. His work includes the implementation of the stations in São Jose dos Campos in 1988 (TV Vanguarda), in São Paulo in 1999 (TV Globo SP) and the digital transmission system in the same city in 2007. He has been a member of SET since 1988 and a participant in the Technical Module of the Brazilian Digital TV Forum (SBTVD Forum), where he was coordinator of multiplexing and middleware standards from 2006 to 2012.

Juscelino Filho, Minister of Communications

José Juscelino dos Santos Rezende Filho is a medical doctor, specialized in radiology, and a reelected federal deputy for the state of Maranhão in 2022, serving his 3rd term. In the Chamber of Deputies, Juscelino Filho chaired the Ethics Council in 2019 and 2020. He was the rapporteur for the Budget Guidelines Law (LDO) of 2022. He also chaired the Committee on Social Security and Family (CSSF) and the Special Committee on Technological Innovation in Health (Cetecsau). He participated in several parliamentary fronts related to the Communications sector, such as those advocating for the Defense of Brazilian Cinema and Audiovisual and the Parliamentary Front Against Piracy. He has also expressed support for digital health policies. Another proposal he worked on was the update and modernization of the Traffic Code.

Electrical Engineer graduated at UFRGS, post-graduated in Business and People Strategic Leadership at ESPM-RS. Initiated his career at RBS, where he worked in many technical functions. Then, for 10 years, Caio was the Technical Director of TVE-RS. In 2005, he returned to RBS to be the Technical Manager of the Group’s radio stations and then being the Operations Executive Manager of RBSTV, where he participated on the coverage of the 2006, 2010, 2014 and 2018 FIFA World Cups, the 2008 and 2012 Summer Olympic Games and the 2006, 2010 and 2017 FIFA World Cup Clubs, events where he was responsible for the RBS Group’s logistic. Nowadays, he is the General Director of TVE RS.

Marcelo Amoedo, Senior Sales Director - SES

Marcelo Amoedo has over 25 years of experience in the Broadcast market and specializes in content transmission networks and systems, video compression, Digital TV, and satellite communication solutions. He currently serves as Senior Sales Director at SES, where he is responsible for the commercialization of space segments for media and broadcast services, as well as managed media solutions and services for video content distribution in Brazil. He holds a Bachelor's degree in Business Administration, a Technology degree in Computer Networks, a postgraduate degree in Digital TV, Broadcasting, and New Media, and is currently pursuing an Executive MBA in Strategic and Economic Business Management.

ATSC – Empowering A New Era of Broadcasting

The ATSC 3.0 deployment in the USA, having surpassed 75% of the country’s population having at least one ATSC RF channel available, has opened a new phase of activity. The monetization opportunities are coming to the surface, with real contract discussions around leveraging data distribution opportunities (DDaaS – Data Distribution as a Service) with the domestic launch of “BROADSPAN”.
The commercialization of DDaaS, taking Core Network attributes developed by Saankhya Labs and OSS/BSS elements jointly developed by our SK Telecom JV “CAST.ERA”, is underway. By partnering with other broadcasters, expanding coverage and bandwidth, parts of our industry’s future begins to look like that of a telecom! Commercial discussions with auto makers, CDN providers and others underscore the viability of the extremely capable and flexible “ALL IP” physical layer of the ATSC 3.0 standard.
There is exciting activity that has just been launched that will bring ATSC 3.0 and 3GPP closer to the middle with ATSC optional extensions that allow the much better performing ATSC 3.0 physical layer interworking with 5G  Core Network and MNO offload. 5G broadcast is considered dead on arrival for US broadcasters because of the clear/obvious deficiencies in performance, but there are other important attributes that can leveraged (such as layer 2 integration of PDCP).
The good work that has come out of the Brazilian SBTVD TV3.0 project has injected new life as well. The ATSC standard was designed to evolve. Broadcasters globally will benefit from the work that has gone into your efforts, and I am excited to be a part of that activity!

Mark A. Aitken, President, ONE Media/SVP of Advanced Technology, Sinclair Broadcast Group (SBG)

Mark Aitken joined Sinclair Broadcast Group in 1999 and is Senior Vice President of Advanced Technology having responsibility for development and deployment of NextGen technologies such as ATSC 3.0 and 5G. Mr. Aitken joined Sinclair having 25 years of industry experience with CCA Electronics and COMARK. Mr. Aitken serves as President of ONE Media, Sinclair’s Innovation subsidiary, and is a board member for Saankhya Labs (Indian based chip designer and SDR leader). He additionally serves as a Board member for the Advanced Television Systems Committee (ATSC) the Advanced Television Broadcast Alliance (ATBA). He is a recipient of several prestigious industry awards including the 2008 “Broadcasting and Cable Technology Leadership Award”, 2013 recipient of the ATSC "Bernard Lechner Outstanding Contributor Award", 2018 awardee of “Future's Industry Innovator Award”, the NAB “2018 Television Engineering Achievement Award”, the 2019 ATBA Award for “Perseverance and Endurance”, the 2020 “TVOT (TV of Tomorrow) Leadership Award” and was named a Fellow of SMPTE in 2023. Mr. Aitken is a member of the Association of Federal Communications Consulting Engineers (AFCCE), the Institute of Electrical & Electronic Engineers (IEEE) and the Society of Motion Picture & Television Engineers (SMPTE).

At the company, the executive led initiatives of great relevance to the media industry, such as the Project to expand the digitalization of the analogue signal in Brazil, the implementation of IP infrastructure, 4K in the production and distribution of content, Globoplay and the integration of technology areas of Grupo Globo companies. He is currently responsible for the implementation of Globo’s D2C, Adtech and Data Monetization strategy. Raymundo has been at Globo for 39 years. In NRK, Aditi is currently leading a team of sourcing project managers and vendor managers supporting critical projects leading towards establishment of IP based platform and shift of production media technology to more IT based technology. Judy Parnall, Head of Standards & Industry, BBC

A passionate advocate of all things media and its positive power for audiences and industry leader on the technology. I have earned a reputation for in-depth technology acumen, strong management and decision-making skills and formidable presenting skills. As Head of Standards & Industry in the BBC Research & Development, I coordinate on the strategy for the influencing industry and government for media technology innovation, including the BBC’s input to standards and industry bodies across production, broadcast and other media spheres. I have worked in the BBC for a number of years in both R&D and the corporate strategy areas. My research interests have centred on the interaction of people with technology and services across all media. I have sat on the EBU’s Technical Committee since 2015 and chaired it since June 2018. I was awarded the Leadership Award at the TVNewsCheck Women in Technology Awards 2022

Olimpio José Franco, Relationship Executive and member of the SET Past Presidents Council

Olímpio José Franco is a Relationship Executive at SET and a member of the SET Past Presidents Council. He has a technical degree from the Francisco Moreira da Costa Technical School of Electronics - Santa Rita do Sapucaí - MG. He is an electronic and electrotechnical engineer from FEI - Faculdade de Engenharia Industrial.  In 1969, he joined the Padre Anchieta Foundation (Radio and TV Cultura, São Paulo) as a trainee, leaving only in 1988, when he held the position of technical director. From 1988 to 2003, he was technical director of TV Jovem Pan. He is a founding member of SET - Sociedade Brasileira de Engenharia de Televisão (Brazilian Society of Television Engineering), having served as president for four periods, as well as being technology director and vice-president at various times. He studied MBA - Master Business Administration with an emphasis on marketing, at Faap - Fundação Armando Alvares Penteado, and took the international module at UNM - University of New Mexico - USA. He is a life member of SMPTE and a member of the Technical Module of the SBTVD Forum. In 2017, he received the “Honorary member” award from the ITE (Institute of Image Information and Television Engineers - Japan) and the “Radio Achievement Award 2017″ from the ARIB (Association of Radio Industries and Businesses) - Japan.

AI image analysis in era of short-time viewing

Summary videos and program websites have been important in order to raise awareness of programs. However, the production of summary videos and program websites requires high-level specializations and long-time works, as with video editing for broadcast. We have developed new AI image analysis technologies and practical systems using them, such as the automatic generation of news summary video, automatic generation of program summary video, and the automatic extraction of program-thumbnail-images put on website.

Kohei Kambara, Chief of Advanced Transmission Systems Research Division at NHK | STRL

Kohei Kambara received BE and ME degrees in electrical and computer engineering from Yokohama National University, Kanagawa, Japan, in 1999 and 2001. He joined NHK in 2001. From 2001-2009 and since 2019, he has been working for NHK STRL. He is a Chief of Advanced Transmission Systems Research Division and is engaged in the development of next-generation broadcasting systems.

Marlon Campos, Specialist SA M&E – Content Production - Amazon Web Services

Marlon Campos has a degree in Telecommunications Networks from the Federal University of Minas Gerais, and currently works as a Specialist Architect in Content Production at AWS in London, UK. With over 8 years of experience in the industry, Marlon is passionate about production and post-production. In his current role, he has guided global customers to innovate through cloud computing adoption. In his spare time, he enjoys playing FIFA 2022 against his wife, as well as traveling the world to experience new cultures.

Richard Welsh, SVP Innovation, Deluxe

Rich Welsh is Senior Vice President of Innovation at Deluxe, where he works across mastering, distribution and localization services for studios, OTT platforms and content creators worldwide. Rich has over two decades experience in movie and television post production, mastering and delivery. Prior to his role at Deluxe, Rich was CEO and founder at Sundog Media Toolkit which pioneered cloud based automated mastering for movies and TV for Hollywood studios. Sundog was acquired by Deluxe in 2020. Rich has also held positions as Head of Operations at Technicolor as well as Director of Digital Cinema at Dolby. Rich currently serves on the board of SMPTE and chairs the Media in the Cloud initiative. He has also previously held the role of SMPTE Vice President Education. Rich holds a BSc(hons) Media Technology and Doctor of Technology (HC) from Southampton Solent University.

Sam Matheny, Executive Vice President and Chief Technology Officer at the National Association of Broadcasters- NAB

Sam Matheny is Executive Vice President and Chief Technology Officer at the National Association of Broadcasters. With over 25 years of experience in the broadcast and data networking industries, including earning a patent for inventing mobile and interactive DTV technologies, Matheny leads NAB’s Technology team in its efforts to promote innovation and propel broadcast technology into the future. He also provides overall leadership for PILOT as well as NAB’s TV, Radio, Digital Officer and Cybersecurity Committees.
Matheny is a member of the Academy of Digital Television Pioneers, serves on the board of the Ultra HD Forum, the board of governors for the National Wireless Safety Alliance, the board of visitors for East Carolina University, is an executive in residence with Progress Partners and is a visiting fellow with the German Marshall Fund, where he co-chairs the Future of Democracy Working Group. He has served as an advisor to numerous startup and technology companies and is currently engaged with Reveal Mobile, a location-based advertising technology company, and Haystack TV, a personalized OTT headline news channel. He has previously served on the FCC Communications Security, Reliability and Interoperability Council (CSRIC), the Federal Emergency Management Agency’s (FEMA) Integrated Public Alert Warning System Network Advisory Council (IPAWS NAC) and the board of directors for the Advanced Television Systems Committee (ATSC) where he was chairman of the specialist group on the next generation of digital television.
Matheny holds a B.S. in Communications from East Carolina University, an M.S. in Technology Management from North Carolina State University and a certificate for artificial intelligence and business strategy from the Massachusetts Institute of Technology. In 2007, he was named an American Marshall Memorial Fellow.

Pascale Fromont is Vice President, General Manager of Media Services at Intelsat. She leads a team of product and commercialization managers who manage the lifecycle of Intelsat’s Media Services, from launch to growth, maturity and eventually sunsetting.
