An engineer and executive with over 30 years of experience in the media and technology sector, Paulo Henrique Castro is President of SET—a technical-scientific entity that serves as a hub for innovation, business, and technology for the Brazilian audiovisual market—and CEO and Founder of Mediatech Lab, a startup specializing in emerging technologies and innovation consulting. With 27 years at Globo, where he was Director of Technology and R&D, Paulo played a decisive role in the implementation of Digital TV in Brazil and currently leads strategic projects such as the official pilot of TV 3.0 in the country. He is a member of the IBC, IEEE, and SMPTE, and has been a SET advisor since 1997.

Master in Telecommunications Engineering and postgraduate in Telecommunications Management from the University of Brasília (UnB). Specialist in Governance and Control of Regulation by the National School of Public Administration (ENAP). Telecommunications Network Consultant between 1998 and 2011. Professor in Electrical Engineering courses at private universities in Brasília. Agency employee since 2011, having worked in the regulatory area, in the area of Critical Infrastructure Management and manager of Quality Obligations Control.

Speaker: Wilson Diniz Wellisch, Secretary of Broadcasting Services at the Ministry of Communications

Telecommunications Engineer with a bachelor's and master's degree from the University of Brasília (UnB), he has been a career civil servant at the National Telecommunications Agency (Anatel) since 2011, where he served as Superintendent of Concessions and Resources for Service Provision, Superintendent of Inspection, and also as Interim President. At the Ministry of Communications, he was Director of the Department of Digital Inclusion, Director of the Department of Public Telecommunications Policies, and Undersecretary of Telecommunications. Currently, he holds the position of Secretary of Broadcasting Services at the Ministry of Communications.

Speaker: Flávio Lara Rezende, President of ABERT

A native of Belo Horizonte, Flávio Lara Resende is a lawyer and journalist, with a postgraduate degree in Financial Administration and an MBA in Finance. Vice-president of Institutional Affairs and general director of Grupo Bandeirantes de Comunicação, he also holds the positions of general director of TV Bandeirantes and Rádio Bandnews. Upon assuming the presidency of ABERT, in August 2020, he resigned from the presidency of the Association of Communication Vehicles of the Federal District (AVEC / DF), an entity he had directed since 2010. In August 2022, Flávio Lara Resende was reappointed as president of ABERT for a new period of two years. At the International Broadcasting Association (AIR), an entity that brings together 17 thousand radio and television stations from the Three Americas, he holds the position of vice-president. He is also a member of GIRED (Redistribution and Digitalization Process Implementation Group) of the National Telecommunications Agency (Anatel); GAISPI (Group for Monitoring the Implementation of Solutions for Interference Problems in the 3.5 GHz band) from Anatel; of the Superior Council of CONAR (National Council for Advertising Self-Regulation), of the Superior Council of CENP (Executive Council of Standard Norms), full member of the Social Communication Council of the National Congress and Anatel Advisory Council Flávio Lara Resende held positions in the federal and Minas Gerais governments, in addition to being Cultural and Information Attaché at the Brazilian Embassy in London, England.

Lawyer, Specialist in Public Law from the Escola Superior do Ministerio Publico do Distrito Federal, has worked in the Broadcasting Sector for over 15 years, having held some of the most strategic positions in the Broadcasting Secretariat. He was Director of the Department of Commercial Broadcasting, Director of the Department of Public Broadcasting, Acting Secretary of Broadcasting. Full member of Gired and Gaispi. Advisor to the Social Communication Council of the National Congress. Since 2019 he joined Abratel and currently holds the position of General Director of the institution.

Speaker: Gerson Inácio de Castro, President at ASTRAL

Gerson Inácio de Castro, 61 years old, born in Tangará-RN, is a journalist graduated from the Federal University of Rio Grande do Norte (UFRN). With 40 years of experience, Gerson de Castro claims to have a calling for journalism, which he began practicing even before finishing college. Gerson built his career in print journalism, having worked in several editorial departments – from police to politics, with stints at the newspapers Diário de Natal and Tribuna do Norte and as a correspondent for Agência Estado and the newspapers O Estado de São Paulo and Jornal da Tarde. In journalism, De Castro has also worked in radio, television and the internet, also accumulating experience in press relations in the public sector (state governments and city halls) and private sectors, as well as in electoral campaigns – as a reporter, editor, advisor and coordinator. Since 2015, he has served as Head of the Radio and TV Division of TV Assembleia do Rio Grande do Norte. In 2017, he was elected to the position of financial director of the Brazilian Association of Legislative Television and Radio Stations (Astral), a position to which he was reelected twice. In December 2023, he was elected president of Astral for the 2024/2026 biennium.
