Graduated in Law from the University of Brasília (UnB). Master in Public Administration from the Brasiliense Institute of Public Law (IDP). An Anatel employee since 2007, he worked at the Agency in the areas of monitoring obligations, interconnection arbitration, granting and in bidding processes for checking authorizations for the use of radio frequencies and satellite exploration rights. He served as Secretary on the Special Tender Committees promoted by Anatel, especially in the 5G Auction.

Graduated in Electrical Engineering from Universidade Brasília, he has worked for over 18 years in the public service, in the positions of Electrical Engineer at the Ministry of Communications and Regulation Specialist at Anatel, with experience in various areas of the Agency such as spectrum management, granting and licensing of station. Acts in the representation of Anatel in International Forums and in the regulation of the broadcasting sector.

Geraldo Cardoso de Melo is a Telecommunications engineer with a degree and specialization from the Pontifical Catholic University of Minas Gerais (PUC-Minas). Consultant engineer in broadcasting services, Professor at PUC-Minas, member of the SET Spectrum Working Group and coordinator of SET Sudeste.

Eduardo Lopes is a lawyer and legal and regulatory advisor at ABRATEL. He holds an Executive MBA in Regulation, Economics, and Infrastructure from FGV (Fundação Getulio Vargas).
