Octavio Penna Pieranti is a Director-Counselor at Anatel and a career civil servant at the Agency. He has worked at the Secretariat of Social Communication of the Presidency of the Republic (SECOM), the Ministries of Communication (MCOM) and Culture (MinC), and Empresa Brasil de Comunicação (EBC). He holds a doctorate in Law and Administration and is the author/editor of eleven books, mainly on public communication policies and sector regulation.
