Maximiliano Martinhão is Senior Director of Government Relations at Qualcomm, responsible for representing the company in discussions with public institutions on matters of strategic interest.
Martinhão holds a degree in Telecommunications Engineering from the National Institute of Telecommunications (INATEL) in Santa Rita do Sapucaí, Minas Gerais, and a Law degree from the Institute of Higher Education of Brasília (IESB). He earned a Master’s degree in Communications from the University of Strathclyde in the United Kingdom and a Master’s in Public Administration from Fundação Getúlio Vargas (FGV).
With over 30 years of experience in the Information and Communication Technology sector, Martinhão has held several high-level positions, including Secretary for Telecommunications and Broadcasting at the Ministry of Communications, Secretary for Technological Development and Innovation, and Special Advisor at the Ministry of Science, Technology, Innovations and Communications. He also served as CEO of Telebras and chaired the Boards of Directors of Telebras SA and the Brazilian Post and Telegraph Company. Additionally, he has been a board member of Finep, NIC.br, Visiona Aerospace, and the Internet Steering Committee in Brazil.
