Hermano Pinto is an electrical engineer, graduated from Escola Politécnica da USP (EPUSP) and a BA in Economics from FEA-USP, with a professional master’s degree in business management from Duke University, North Carolina (USA). He worked for 30 years in companies of the Siemens Group, in the areas of telecommunications and technology, where he held several positions in Brazil, Latin America and Europe. He was Worldwide President of the Wireless Access Business Unit at Siemens AG in Munich. Advisor to several trade associations, in addition to holding the position of Director of the Telecommunications Division of the Department of Infrastructure (DEINFRA) at FIESP. He is currently General Director of the Infra & Tech Nucleus (Infrastructure & Technology) for Brazil at the British group Informa.

Debater: Ana Eliza Faria e Silva, Senior Manager of Technology Regulatory, Globo

Ana Eliza is a senior regulatory manager in the strategy and technology department at Globo. With 25 years of career experience, she has led numerous innovative projects in digital content distribution and played a prominent role in various stages of Globo's analog-to-digital transition and the industry as a whole. She is actively involved in various technical media organizations, such as the Brazilian Society of Television Engineering and the Brazilian Digital TV System Forum. Ana Eliza has held various management positions in the telecommunications field, has been contributing to ITU activities for two decades, and has been actively participating in World Radiocommunication Conferences since 2007. She holds a master's degree in Video Compression from UNICAMP, an MBA in Management, and an MBA in Telecommunications.

Debater: Henry Douglas Rodrigues, Executive Manager at xGMobile – Embrapii-Inatel Competence Center for 5G and 6G Networks.

Bachelor’s degree in Electrical Engineering (2003) and Master’s degree in Telecommunications (2008) from the National Institute of Telecommunications (Inatel), with a Ph.D. in Electrical Engineering (2017) from the Federal University of Itajubá (Unifei). Served as Chief Engineer at Hitachi Kokusai Linear (2001–2015), developing broadcast transmitters for Digital TV. From 2016 to 2020, was Technology and Innovation Coordinator at the Radio Communications Reference Center (CRR–Inatel), leading the transfer of technologies to industry in the field of 4G and 5G mobile networks. From 2021 to 2023, served as Executive Manager of Research, Development & Innovation at the Inatel Competence Center (ICC), focusing on the development and market deployment of technologies such as IoT, 4G, 5G, OpenRAN, AI/ML, edge computing, software-defined radio, and eHealth solutions.

Maximiliano Martinhão is Senior Director of Government Relations at Qualcomm, responsible for representing the company in discussions with public institutions on matters of strategic interest. Martinhão holds a degree in Telecommunications Engineering from the National Institute of Telecommunications (INATEL) in Santa Rita do Sapucaí, Minas Gerais, and a Law degree from the Institute of Higher Education of Brasília (IESB). He earned a Master’s degree in Communications from the University of Strathclyde in the United Kingdom and a Master’s in Public Administration from Fundação Getúlio Vargas (FGV). With over 30 years of experience in the Information and Communication Technology sector, Martinhão has held several high-level positions, including Secretary for Telecommunications and Broadcasting at the Ministry of Communications, Secretary for Technological Development and Innovation, and Special Advisor at the Ministry of Science, Technology, Innovations and Communications. He also served as CEO of Telebras and chaired the Boards of Directors of Telebras SA and the Brazilian Post and Telegraph Company. Additionally, he has been a board member of Finep, NIC.br, Visiona Aerospace, and the Internet Steering Committee in Brazil.
